    THAT: the minutes of the July 19, 2018 regular Board meeting be adopted.

The Inspector of Municipalities has approved the Electoral Area A Core Facilities Funding Contribution Service Establishment Bylaw No. 5777.

Voting Date for Assent Vote (Referendum) in Electoral Area A – Saturday, October 20, 2018

Referendum Question:

“Are you in favour of the Columbia Shuswap Regional District adopting Electoral Area A Core Facilities Funding Contribution Establishment Bylaw No. 5777, which will permit the Regional District to make an annual funding contribution to the Town of Golden to cover 20% of the net operating costs of the four core facilities, at a maximum annual taxation limit that is the greater of $125,000 or $0.1238 per $1,000 calculated on the net taxable value of land and improvements?

Report from Terry Langlois, Team Leader Utilities, dated August 23, 2018. Board approval to apply for a Green Infrastructure Grant to extend the Saratoga Water System to service the community of Scotch Creek.

  • THAT: “Scotch Creek Water Upgrade Service Area Establishment Bylaw No. 5783” be read a first, second and third time, this 18th day of August, 2018.

  • THAT: “Scotch Creek Water Upgrade Loan Authorization Bylaw No. 5784” be read a first, second and third time this 18th day of August, 2018.

  • THAT: the Board empower the authorized signatories to submit an application for grant funding through the Investing in Canada Infrastructure Program - Green Infrastructure: Environmental Quality Sub-Stream fund to a maximum amount of $7,000,000 to fund 73.33% of the eligible costs to upgrade the Saratoga Water System for the Scotch Creek water connection project;

    AND THAT: the Board supports the project and is committed to contribute its share of the eligible project costs and all of the ineligible costs for the Scotch Creek water connection project as authorized by “Scotch Creek Water Upgrade Service Area Establishment Bylaw No. 5783” and “Scotch Creek Water Upgrade Loan Authorization Bylaw No. 5784”.

  • THAT: the Board empower the authorized signatories to enter into an agreement with the City of Revelstoke for the provision of fire suppression services within a portion of Electoral Area B for a ten year term commencing September 1, 2018 and expiring on August 31, 2028.

Report from Robyn Cyr, Economic Development Officer, dated August 2, 2018. Resolution required from the CSRD Board for submission of an application to the Rural Dividend Program for the development and implementation of the Secwepemc Landmarks project.

  • THAT: the CSRD Board provide a resolution to authorize the submission of an application to the BC Rural Dividend Program for $100,000.00 for the development and implementation of the Secwepemc Landmarks project.

The Shuswap Economic Development Strategy was completed in March, 2018. Adoption is requested from the CSRD Board in order for the Shuswap Economic Development department to start implementing the projects that are identified in the strategy.

  • THAT: the Board adopt the Shuswap Economic Development Strategy so that the Shuswap Economic Development department can start to implement the projects that are identified in the strategy and the work plan.

  • THAT: with the concurrence of the District of Sicamous and the Electoral Area E Director, the Board approve funding from the Sicamous and Area E Economic Opportunity Fund to the District of Sicamous in the amount of $100,000 for the purchase and installation of outdoor lighting along a treed pathway next to Highway 97A.

  • THAT: with the concurrence of the District of Sicamous and the Electoral Area E Director, the Board approve funding from the Sicamous and Area E Economic Opportunity Fund to the District of Sicamous in the amount of $168,000 towards the matching funds required by the BC Rural Dividend Fund Program under the Partnership funding stream in a regional partnership for costs related to the development of the Rails to Trails project from Sicamous to Armstrong.

  • THAT: the Board support an endowment request in the amount of $2,000 for the Peter Bowles-Evans Volunteer Award using funds jointly held by the Town of Golden and the Columbia Shuswap Regional District that were received upon dissolution of the Golden Area Initiatives.

  • THAT: with the concurrence of the Town of Golden and the Electoral Area A Director, the Board approve funding from the Golden and Area A Economic Opportunity Fund to the Golden Snowmobile Club in the amount of $30,000 towards the maintenance on existing trails and development of a new tenured trail.

    AND THAT: additional information regarding the current and anticipated future operation of the development’s sewage treatment system is also required.
